undefinedBishop Peter presided at the licensing service held in Chester Cathedral. He preached on themes of the central place of pastoral ministry since the church's earliest days based on the parable of the sheep and goats. "What we do is a direct encounter with Christ himself," he said.

Bishop Peter added: “As Mother Teresa said, ‘we meet Jesus in his disturbing disguise on the streets’.”

After the service the five who were licensed gathered in the cloisters for the picture reprodudced above.
