PARISH
share – the system by which parishes pay for their clergy and support services –
is to be reformed, following a decision by Diocesan Synod.
Earlier this summer
Synod decided by a majority vote on a formula for calculating parish share that
reflects the real costs of clergy and other services provided by the Diocese.
Archdeacon Donald told the Synod held at Northwich Memorial Hall on 20 June that
“we can no longer afford” the old parish share system “which asks a minority of
parishes to pay the full costs of their ministry, but subsidises the majority”.
The new system, which was agreed in principle last summer, is calculated on the
basis of a standard parish share set at about £40,000, which covers 100 per cent
of the cost of one priest and support services.
Following consultation through the autumn of 2004, the parish share review group
recommended to the recent Synod that the standard charge be set at 105 per cent
(which would be around £42,000 for 2006).
The extra five per cent was recommended partly to ensure that the averagely
well-off contribute something to help the poorest parishes, and partly to give a
cushion to help with the inevitable under-payment which every parish share
system suffers.
Archdeacon Donald told Synod: “We are looking at a real cost per priest of about
£40,000, and a standard charge per priest of around £42,000 for 2006.”
Under the new system, the 25 per cent of parishes in the poorest areas will be
supported by the 25 per cent of parishes in the most wealthy areas, using a
banding system.
After a lively debate, with some opposition expressed to the proposed banding
system, Synod accepted the recommendations.
